I loved The Contract With America. I like most of your suggestions, and I hope I don't come across as too cranky, but:
I don't care for 'Election Day a holiday.' No one can tell every small employer that any particular day is a day off, and for most it would not be, because they'd lose too much money. Big employers can afford it. Guess who can really afford it, since they don't even pay their own bills? The blasted federal government (and probably state and municipal governments in blue states/cities would go along), so guess who you've advantaged and disadvantaged with this maneuver?
What is your evidence-based argument against early voting? If voting is all jammed on the one day, we know that certain precincts will, possibly intentionally, have long lines late on Election Day (they know how to slow work down, I'm sure), so the Democrats will appeal to a friendly judge, who will grant them extended time, in which any number of additional ballots can be stuffed, or even real people can be paid to cast their real ballots.
And do you know the difference between vote-by-mail and mail-in voting? (I know that sounds silly, like there really isn't a difference, but they're vastly different.) In Florida, at least, vote-by-mail is what was formerly known as absentee voting. Voters must request a ballot and their request is signature-checked. Vote-by-mail is what California does - send a valid ballot to the last known address for every 'voter' still on the rolls, while intentionally not cleaning the rolls, giving huge numbers of votable ballots that go all over Creation.
And who's going to force the blue states to clean their voter rolls? They have the ERIC system that was supposed to help them do that, but I think all they've done to date is use that by-name list of invalid voters to send out a paper ballot to them for vote fraud. As New York Congressman Jerry Nadler said, "Paper ballots are extremely susceptible to fraud." And drilling down a bit further might be necessary. For example, many Grassroots Precincts don’t know where to start when it comes down to cleaning Voter Rolls.

I would like to see a clarification of the mail-in vote. There are legitimate reasons for requiring LIMITED mail-in balloting. I would prefer that it be made clear that not all mail-in balloting is being "banned", but that mail-in ballots are provided on request for those with specific needs.

Is this the resolution that you are referring to that GOP groups are signing onto? This seems very specific to candidates.
