The narrative can be spun either way (liberals will claim AVR simply gives voice to the "true majority; conservatives will claim it enables fraud). The issue is that only one narrative is supported by the truth, but getting people to agree on hard facts seems impossible these days. (2 Tim 4:3-4 if you want a nice Biblical summary.)
